Efficiency is now the new goal in Los Angeles City Hall, or at least so says Deputy Mayor Karen Sisson. At an L.A. Area Chamber of Commerce meeting last week, she pledged to cut waste to free up money for city services. City Councilwoman Wendy Greuel echoed the same theme. We wish them well. But many a well-intentioned public official has made the same pledge before. Rarely does it pan out. Still, Greuel was able to cite some success stories: The city has eliminated some redundant 1-800 numbers, and it now uses traffic officials, not cops, to tow abandoned cars. These are good, albeit small, steps. But City Hall will never become efficient until leaders challenge the bureaucracy head on: Fire nonproductive employees, rein in compensation packages, scrap programs that don’t deliver.
